English Learner Outcomes Program (ELOP)
In 2015, the Oregon Legislature passed House Bill 3499 a landmark law that established new requirements to improve outcomes for students designated as English learners. The legislation called for:
An annual report on the progress of English learners and how state funds are used to support them;
A statewide plan to support English learners;
An English Learner Advisory Group to inform policy and practice;
The identification of districts that are not adequately meeting the needs of English learners and require targeted assistance.
